NDA Union Government strikes a blow to pensioners

New prohibition placed on any writing/discussions that touches upon the domain of the orgnisation, and expertise or knowledge gained by virtue of working in that organization, is so broad and vague that some retired officials from the security and intelligence establishment, who comment on public affairs, see this as an attempt to browbeat critics of the government into silence. It is viewed that the government is on aggression to control the overall narrative.

NDA Union Government has issued strict gag orders prohibiting pensioners, newly retired and older ones, from communicating in the media, writing books, participating in public discourses sharing their domain experiences without prior permission of the government, failing which their pension can be withheld or withdrawn. Fascist’s usual plank always is national security and public order.

Nalanda University fails to maintain its sheen

Till 2020, Nalanda University got a cumulative budgetary gran of Rs.904 crore from the Union Government in the Ministry of External Affairs. It also got a little over rupees 18 crore endowment funds from foreign countries, which seem to have lost further interests in the affairs of the University. From 2014 when the courses of studies commenced to 2020, Nalanda University enrolled 710 regular students, 97 per cent of whom completed successfully their courses. Currently, the University has 172 regular students, 24 teaching staff, 18 visiting or guest faculty and 40 non-teaching staff. This in itself speaks volume of how the University has become victim of the neglect and apathy of the current NDA Union Government, which has been reducing educational budget in general consecutively during the last seven years of it being in power.

Nalanda University, set up in 2010 in Bihar by the Government of India under an Act of Parliament in pursuit of a political dream envisioned by the former President APJ Abdul Kalam, former Prime Minister Dr. Man Mohan Singh, Chief Minister of Bihar Nitish Kumar and Nobel laureate Amartya Sen to restore and revive the ancient glory of the ancient university, which was one of the oldest seats of learning in the world, has lost its sheen and is yet to take off meaningfully.

Curbing rising crimes against women!

Parliamentary report took cognizance of rise in domestic violence against women during the ongoing Covid-19 pandemic and stated this was mainly due to disruption in economic activities, work from home and family spending more time at home during lockdown. It said female migrant workers were trafficked and had gone missing.

Political leaders have been urged to conduct awareness campaigns to end crimes against women; block unauthorized virtual private network (VPN) and the “dark web”. All political leaders should campaign to raise awareness among masses about gender sensitization to have a deep and lasting impact to change the pattern and attitude of society towards women. This has been stated in a latest report of the Standing Committee of Parliament on the Ministry of Home Affairs tabled in March 2021 in the second part of the Budget Session of Parliament.

Indian Railways downhill to sickness!

IR’s productivity has sunk to its lowest since 2014-15 because of growing privatization, low morale of work force, increasing contractual employees, privatization of passenger and freight services on remunerative arterial routes, sale of its assets and ever increasing debt trap through market borrowing as well as multi-lateral foreign debts, besides the present NDA Union Government’s apathy to make the railways a meaningful national public services. 

Indian Railways (IR) continues to live far beyond its means veering round eventual sickness. Caught in a low incremental growth path trap, it continues to ignore ominous signs of ending up downhill to financial misery. Its Operating Ratio (OR), indicator of its earnings vis-à-vis expenditure has reached the maximum leaving little or nil gap between revenue and growing expenditure that makes the behemoth financially and for that matter commercially unviable.

मर्दों की बेलगाम लम्पटता को खुली छूट का ‘पर्व’

होली के मौके पर गाये जाने और बजने वाले गीतों को याद कर लें. सारी मर्यादा और महान संस्कृति की धज्जी उड़ाते और स्त्री-पुरुष के बीच के नैसर्गिक संबंधों को फूहड़ ढंग से उजागर करते ये गीत क्या मर्दों के अंदर छिपी गलीज और मूलतः स्त्री विरोधी मानसिकता का प्रदर्शन नहीं हैं? एक नमूना- ‘..भर फागुन बुढऊ देवर लगिहैं..’ यह कथन लगता तो किसी स्त्री का है, लेकिन दरअसल यह मर्दों का ऐलान है, जो अपने लिए तो सारी छूट चाहता है, पर उसमें स्त्री की इच्छा के प्रति कोई सम्मान नहीं है. महिला या अविवाहित युवती के लिए तो बस देवर या जीजा के साथ कुछ ठिठोली या थोड़ा बहुत स्पर्श-सुख लेने भर की छूट है; मगर मर्द किसी उम्र का हो, खुद को हर युवती या किशोरी का भी देवर बन कर ‘कुछ भी’ कर गुजरने का अधिकार (या कम से कम चाह) रखता है! 

होली के मस्ती भरे माहौल में किसी के रंग में भंग नहीं डालना चाहता था. पर अब जुर्रत कर रहा हूँ. बचपन से होली को इंज्वाय करता रहा हूँ. कुछ हद तक आज भी करता हूँ. मगर बीते अनेक वर्षों से इस नतीजे पर पहुँचता गया हूं कि हम होली की ‘सकारात्मक’ बातों (कि होली में सबकी निजी पहचान मिट जाती है, कि सारे गिले-शिकवे भुला कर, सारे मतभेदों-मनभेदों को परे रख कर सभी एक दूसरे से गले मिलते हैं, कि इस दिन कोई बड़ा या छोटा नहीं, कोई अमीर या गरीब नहीं रहता आदि) पर इतने मुग्ध हैं कि इसके नकारात्मक पक्ष पर या तो हमारी नजर नहीं पड़ती या जानते हुए भी उसकी चर्चा से बचते हैं.

This year’s themes “Women in leadership: Achieving an equal future in a Covid-19 on the way to the Generation Equality Forum” that celebrates the tremendous efforts by women and girls around the world in shaping a more equal future and recovery from the Covid-19 pandemic and highlights the gap that remains.

Fascist assault on digital media

Added to the above, government in the Ministry of Information and Broadcasting has placed all websites of print, electronic and web based media within the ambit of Section 69A of the IT Act. This is an effort to curb liberty of the people to communicate and express themselves. Contexts are different for different application. Ultimately, there will be a big brother, a Joint Secretary in the I& B Ministry, to remove content, making a bonfire of the Constitutional mechanism of fairness of adjudication. 

Fascist NDA Union Government has struck the people of India hard curtailing their fundamental rights to freedom of speech, freedom of expression and privacy by regimenting the social media and Internet based streaming of news and entertainments, which cannot be consumed by people with thinking minds. Government, which is authoritarian and arbitrary in its exercise of power, wants the people to know what the government wishes them (people) to know. This is what happens in fascism where it controls the thought processes of the people.

Ban on mobile apps and regulation of social media

Number of internet users, mobile apps, new evolving technology, practice of collection of personal data by such apps and websites is also increasing phenomally which is incursive of the privacy of citizens. In this context, the Personal Data Privacy Bill, 2019, moved in Parliament is pending consideration of a Joint Committee undergoing consultations and consensus before it is considered and enacted. The Bill provides for safeguards of privacy and interests of the people. This follows a nine-judge Constitution Bench of the Supreme Court of India’s unanimous rulings making privacy fundamental rights of the people.

Union Government in the Ministry of Electronics and Information Technology has undertaken exercise to promulgate Intermediaries Guidelines Rules to take on social media, Facebook, Twitter, YouTube, Instagram etc., under consideration since 2018, following ban on 296 mobile apps on Android and iOs platforms.

Question mark over monetisation of public assets

Process of monetization of public assets was initiated first in 1993 following the globalization of Indian economy having been set in motion by Narasimha Rao Government in July 1991, where Ministries of Defence, Railways, Surface Transport since redesignated Highways, Transport and Shipping, Communications and Urban Affairs had undertaken exercise for monetization of parts of their unutilized, non-utilised and surplus landassets. But it came a cropper following resistance of the State Governments in view of the fact that Land is a State Subject in the Constitution of India and the Union Government and its public sector undertakings (PSUs) buy land from the State Governments for which after the sales deeds the Centre pays rentals to the States.

Union Government’s proposal to monetize some vital public assets to reduce its public debt and to enhance infrastructural development for faster growth of the nation, as announced by Finance Minister in the General Budget 2021-22 in Parliament on February 1, 2021, is difficult to implement in view of the resistance from the States as land comes in the State List of the Constitution of India and without their concurrence and sharing the proceeds from monetization with them (State concerned) Central Government will find it impossible to monetise impugned assets with it.

Union Government starts countering fake news

Fanatical ideas can lead to real, even deadly, harm. We all need to do some soul searching of our own. Government of India needs to address the crises in all its complexity and breadth, hold technology platforms accountable, prosecuting all those who break our laws, make public more intelligence and analysis about domestic rebel rousing and terrorism. So how do we move forward as a country?

NDA Union Government has begun countering fake news having set up a dedicated Fact Check Unit in Press Information Bureau (PIB). The Unit verifies the facts and disseminates correct information quickly. The Unit faces acute manpower crunch with no dedicated manpower. Personnel working there are information personnel charged to perform in the Unit in addition to their routine publicity and feedback work. It has, therefore, become truncated and moribund before it could be effective.
